Went for a very slow 6 km jog today. 127 bpm is 65% of the current theoretical max.
Basically spent the entire time trying to pep talk Stu into pushing further and committing to prepare for some sort of event. My hope is to find a few other people who want to train running. If there are 5 of us, we can form a club that gets Work Council subsidies so we can hire a part-time coach.

Would Work Council subsidies come straight from the French government ("your tax dollars at work" as politicians would say in the U.S.)or is it a mandated benefit for which the employer pays?

The latter. In French, it's the Comité d'établissement or Comité d'entreprise, and they get a budget from the company, have elected officials who determine how to use it and organize the whole thing.
